DHSS announces top management changes

Hogan moves to DHSS Deputy Commissioner, Moline appointed Senior & Disabilities Services Division Director

( Juneau , Alaska ) ― The Department of Health and Social Services (DHSS) today announced two leadership changes. Bill Hogan, currently Director of Behavioral Health, will move into the Deputy Commissioner position October 1, 2005 , filling Karleen Jackson’s position when she begins serving as DHSS Commissioner. Effective today is the appointment of Rod Moline as Director of Senior and Disabilities Services (DSDS).

“I’m pleased to have Bill and Rod continue their service to Alaska through these new roles. Each of them brings a wealth of experience that will help this agency meet its mission to Alaskans,” DHSS Commissioner Joel Gilbertson said. Governor Frank H. Murkowski appointed Jackson to the DHSS commissioner’s position, effective October 1, after Gilbertson announced his resignation to accept a position as Director of Strategic Development and Administration with Providence Health System – Alaska Region.

"The department is very fortunate to have Bill move into a position where his outstanding leadership and collaborative skills will assist the department in completing the important initiatives we have begun,” DHSS Deputy Commissioner Karleen Jackson said.

Bill Hogan
Hogan has served as Behavioral Health Division Director since April 1, 2003. Hogan’s experience and education includes a lengthy stint as Chief Executive Officer of Life Quest, a community mental health center located in Wasilla, Alaska. He is a social worker with experience as a clinician, supervisor and administrator. Hogan has a bachelor’s degree in sociology from State University of New York, and a Master of Science degree in social work from West Virginia University. He has also served as chair of the Alaska Mental Health Board, board member of the Alaska Community Mental Health Services Association, and Executive Director of the New York state chapter of the National Association of Social Workers.

Rod Moline

Moline has served as DSDS Acting Director since June 2005, when Steve Ashman left, and he served as DSDS Deputy Director since February 2004. “During the last few months, Rod Moline stepped into the leadership role at a critical time when the division faced many challenges,” Gilbertson said. “His experience and skill allowed him to move important initiatives forward, and will serve Alaska ’s vulnerable populations well in the future.”

Moline has served the state of Alaska and DHSS in several capacities since January 2002. Prior to that, Moline gained professional experience in the area of human services including serving as executive director of REACH, Inc. for fifteen years; working in Juneau as a special needs teacher; and in Texas as a director of programs that provided direction for the lives of homeless, neglected, dependent and pre-delinquent boys. Moline holds a doctorate in Administration and Management from Columbia Pacific University.
