About the Grantee Partnership Project

The Department of Health and Social Services, Rasmuson Foundation, Mental Health Trust, Mat-Su Health Foundation, and the Foraker Group, along with many partnering committee members have been working diligently to realign the Department and grantee’s efforts toward our shared goals of providing high quality services to the citizens of Alaska. The overall goal of this project is to increase the efficiency and effectiveness of DHSS grant-making processes in order to:

  • reduce administrative burden for DHSS while ensuring adequate fiduciary control;
  • increase grantee/customer satisfaction; and
  • reduce the administrative burden for grantees to interface with the state.

This project has three (3) working committees:

  • Internal DHSS (DHSS staff),
  • Streamlining/Grantee Relations (DHSS staff and grantee members), and
  • Steering (Senior DHSS staff and the Rasmuson Foundation)

All committee members have volunteered to address and implement recommendations from the DHSS Grantee Partnership Project (October 2007) First Year Report — Cliff Consulting, Inc.

DHSS Progress with Legislative Intent Language

New Policy and Procedures improve grantee relations

With initial work focusing on DHSS internal processes of grant administration and customer relations, DHSS identified the need to develop three new Policy and Procedures (P&P) entries to addrees grant reporting, encumbrances, and payment, as well as customer service department wide. Efforts to realign the Department and grantee’s efforts toward our shared goals of providing high quality services to Alaskans efficiently and effectively have prompted the creation and approval of the following P&P entries:
