*Referral:  A request for a DJJ response service following the arrest of a juvenile or submission of a police investigation report alleging the commission of a crime or violation of a court order by a juvenile offender.  A referral is counted as a single

**Charge:  A charge is a violation of a statute or ordinance; an offense; an allegation of the commission of a specific crime.
