Disproportionate Minority Contact (DMC) ~ FY05


DJJ is required to calculate and report its Relative Rates Indices (RRIs) annually to the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP). The RRIs were developed by OJJDP to help identify any Disproportionate Minority Contact (DMC) with the juvenile justice system.

The RRIs compare the percentage of minority youth at juvenile justice decision points to the percentage of minority youth in the total youth population. The RRIs do not explain why DMC exists, but they identify decision points in the juvenile justice system that require further examination. They also provide ongoing data to determine whether DMC rates are changing.

In 2003, DJJ designated Anchorage and Fairbanks as pilot sites for more intensive DMC study and intervention. Therefore, DJJ calculates RRIs for those two communities as well as for the state as a whole.
