Speaker/API staff biographies

Dr. Janet A. Boberg, LPS, NCC is the Public Education Coordinator for the Glendale Fire Department.  Prior to working for the Glendale Fire Department, Janet spent 8 years as the Phoenix Fire Department’s Youth Firesetter Intervention Program Manager.  Prior to working for the Phoenix Fire Department, she was a police officer for 11 and ½ years and taught the DARE and GREAT Programs in the schools.  Janet holds a doctoral degree in Education Leadership with an emphasis in Research and Evaluation and completed her doctoral dissertation on the topic of school firesetters.  She holds a master’s degree in School Counseling and is a Licensed Professional Counselor and Certified K-12 Counselor in Arizona.  Janet also holds a second master’s degree in Educational Administration and Supervision.  Janet has given numerous presentations on issues associated with youth firesetting and is also a National Fire Academy Instructor for the Juvenile Firesetter Specialist I and II courses.

Jaymes Gonzales, MS Clinical Psychology, LPC, Ph.D. Candidate in Clinical-CommunityPsychology, API Ph.D. Intern.
Jaymes Gonzales has lived in Alaska for 17 years. He has over 8 years of direct clinicalexperience,primarily working with children, adolescents, and families. For the past three years he has taught clinical psychology and cross-cultural psychology at the University of AlaskaAnchorage. His professional & research areas of interest include multicultural psychology,cultural identity development, ethnic and rural disparities in healthcare and mental health services, and the role of culture in mental health symptoms, diagnoses, and treatment. He has published work regarding therapeutic interventions for blended families and has presented nationally on the impacts of intergenerational trauma, culturally modified service delivery, and program evaluation within ruralAlaska.

Robin L. Hobbs, LCSW, Telebehavioral Health Project Coordinator for the Alaska Psychiatric Institute.  Ms. Hobbs’ career spans over 25 years conducting behavioral research and program evaluations.  Her 12 years of clinical social work experience includes work as a program director of a community based mental health center, and direct clinical service experience in mental health and child protection. She is adjunct faculty at the University of Anchorage, Department of Social Work.  hobbs
Karen Jackman, MD is Double Board Certified in both Adult Psychiatry and Child &Adolescent psychiatry.  She moved to Alaska in 1993. Most of her career has been taking care of Native children in Western Bush Alaska, in the communities in the Norton Sound and Yukon-Kuskokwim Region. She has been Medical Director of Behavioral Health for both the Norton Sound Regional Hospital in Nome and the Yukon-Kuskokwim Delta Regional Hospital in Bethel. She has an extensive history of working in juvenile justice and contracted with the State to see the teenagers at both McLaughlin Youth Center and Bethel Youth Facility.  She worked with Alaska Psychiatric Institute’s TeleBehavioral Program from September 2007 to June 2009. jackman
Jenny Love, MD, MPH Dr. Love graduated from the University of North Carolina School of Medicine in 2001 and completed a Masters Degree in Public Health with focus on Health Care and Prevention through the Public Health Leadership program and UNC School of Public Health in 2000. She completed a  Family Medicine Residency training in Billings, Montana in 2004 and trained in a Community Health Center setting with additional exposure to management of psychiatric disorders in the primary care setting.  In the summer of 2004 she moved to Alaska for a position as Medical Officer at API/ARC providing medical care then stepped in as Interim Medical Director of API in August 2008 and became the Medical Director of API January 2009.  She has a strong interest in healthcare from a community perspective and enjoys providing health education to consumers and providers.  She enjoys the outdoor with her family with the long term goal of retiring in a cabin by a trout stream. love
Larry Maile, PhD Dr. Maile has a Ph.D. in Psychology and a Master’s Degree in Counseling Psychology. He has been a Licensed Clinical Psychologist since 1992. He specializes in Forensic Psychology and has been employed by the State of Alaska for more than 14 years. He is currently the Clinical Director of API and the Director of the Forensic Evaluation Unit. He supervises the hospital Psychology, Social Work, and Rehabilitation Services Departments. maile
Carolyn Seeganna, ANP

Carolyn Seeganna received her Bachelor’s of Arts degree from Wheaton College in Massachusetts in 1992 and her Master’s of Science with honors from the University of Southern Maine College of Nursing. Carolyn is board certified with the American Nurses Credentialing Center as a Clinical Nurse Specialist in Adult Psychiatric and Mental Health nursing and is licensed in the State of Alaska as an Advanced Nurse Practitioner.  In 1999, Carolyn moved to Nome, Alaska where she worked three years in itinerant psychiatry for community health. In Anchorage, she provided psychiatric services with the Providence Alaska Medical Center Psychiatric Emergency Department for six years. She also worked part-time for Anchorage Community Mental Health Services and the Providence Crisis Recovery Center. She now works in private practice at Willow Medical and Wellness in Anchorage and provides statewide adult psychiatric services with the Telebehavioral Health program at the Alaska Psychiatric Institute.

Wandal W. Winn, MD, TeleBehavioral Health Medical Coordinator. Dr. Winn is a life-long Alaskan and board-certified psychiatrist.
He served as Chief of Psychiatry and Director of Mental Health Services at Alaska Native Medical Center for three years and then entered private medical practice in Anchorage. He has served as an itinerant psychiatrist to rural and remote mental health centers on a monthly basis for the past 25 years and is a designated expert in trauma, safety sensitive employee issues, and disability issues, serving as a consultant to the FAA, VA, state, and managed care companies.
Dr. Winn has traveled to Russia and China to review their provision of health care and is a recipient of the National Alliance for the Mentally Ill Exemplary Psychiatrist Award. He initiated and participated in the first TeleBehavioral connection in Alaska via AT&T videophone and with Mr. Adler was the medical coordinator for the state’s Child Telepsychiatry Project in Ketchikan.

Cody Chipp, M.S. is a pre-doctoral intern at Alaska Psychiatric Institute. Cody earned his B.S. in Psychology from Boise State University (Go Broncos!) in 2003, and his M.S. in Clinical Psychology from UAA in 2006.  His clinical experience includes individual and group psychotherapy with culturally diverse adults in a variety of outpatient and inpatient settings. Cody has also conducted community-based trainings with diverse groups in rural and urban settings, including trainings on suicide prevention and FASD. Cody has also collaborated on a variety of research projects using quantitative and qualitative methods to examine a number of topics including: health related behaviors of youth and adults, issues related to rural health delivery, substance abuse behaviors, and HIV prevention.
