We want your Input: Request for FY 12-13 Trust Budget Recommendations

Participation in the development of the Alaska Mental Health Trust’s (the Trust) two-year budget cycle is a key task of the Governor’s Council on Disabilities and Special Education (the Council). The Council makes budget recommendations to the Trust for new or continued programs and services to meet the needs of individuals with developmental disabilities.

The Trust is now seeking recommendations for the FY 12-13 budget years. In order for the Council to make budget recommendations to the Trust, we need you to provide input and guidance on the types of services that would most benefit individuals with developmental disabilities in your community.

The majority of the Trust funds are directed to five focus areas: (1) Bring the Kids Home, (2) Criminal Justice for Trust Beneficiaries, (3) Housing, (4) Beneficiary Projects Initiative and (5) Workforce Development. The Council is asking you to submit proposals for the FY 12-13 budget cycle that fall OUTSIDE of the Trust’s five focus areas. In other words, for all projects NOT RELATED to Bring the Kids Home, Justice, Beneficiary Group Initiatives, Housing and Workforce Development. The Council will consider and prioritize recommendations for Mental Health Trust Authority Authorized Receipts (the Trust funds), state funds (appropriated through either the state operating or mental health budgets), and capital expenditures (including research).

Just so you know, the Trust not only considers recommendations from the Council, but also from the Alaska Mental Health Board, the Advisory Board on Alcoholism and Drug Abuse, the Commission on Aging and the Department of Health and Human Services, and then forwards its final recommendations to the Governor. The Council only makes recommendations for funding to go to the state agencies, which may, in turn, award the funds out to service providers.
